- Perm — Refinery — dronesNight of 21 August: Ukraine's General Staff confirmed a strike on the LUKOIL-Permnefteorgsintez refinery — a fire was recorded on the plant's grounds. The refinery, with a capacity of more than 13 million tonnes of crude a year, lies over 1,500 km from the front line; its conversion depth of about 98% is among the highest in Russia, and its output supplies the Russian military. Volodymyr Zelensky also confirmed the strike. The Russian side did not admit the plant was hit: the governor of Perm Krai, Dmitry Makhonin, reported 16 drones downed over the region and damage to "one of the city's industrial facilities", with one person wounded by shrapnel.
