Governor Dmitry Makhonin reported an attack on an industrial facility; media identify it as the LUKOIL-Permnefteorgsintez refinery, with a fire on pipelines and smoke over the city. A man was killed by shrapnel in the region.

Zelensky said long-range weapons had been used against refineries in Perm Krai; governor Makhonin confirmed a hit on one of the region's industrial plants without naming it. No fire or unit shutdown was reported at Lukoil-Permnefteorgsintez.
- 21 Aug 2026dronesNight of 21 August: Ukraine's General Staff confirmed a strike on the LUKOIL-Permnefteorgsintez refinery — a fire was recorded on the plant's grounds. The refinery, with a capacity of more than 13 million tonnes of crude a year, lies over 1,500 km from the front line; its conversion depth of about 98% is among the highest in Russia, and its output supplies the Russian military. Volodymyr Zelensky also confirmed the strike. The Russian side did not admit the plant was hit: the governor of Perm Krai, Dmitry Makhonin, reported 16 drones downed over the region and damage to "one of the city's industrial facilities", with one person wounded by shrapnel. A drone alert was declared around 07:40, sirens sounded for more than two hours, and Bolshoye Savino airport restricted flights. This is the second strike on the plant this month (after 29 July).
