The Russian side did not confirm a hit: the Russian Defence Ministry's summary for that night listed Astrakhan region among the regions where air defence worked, without reporting any consequences on the ground. The point on the map is the Gazprom Dobycha Astrakhan industrial site by Aksarayskiy — the source does not say which block exactly was hit. The Russian side confirmed the fire: the governor of Krasnodar Krai, Veniamin Kondratyev, said drone debris hit an enterprise inside the port, where a fire started, and that residential buildings were damaged. Volodymyr Zelensky also confirmed the strike. The Russian side did not admit the plant was hit: the governor of Perm Krai, Dmitry Makhonin, reported 16 drones downed over the region and damage to "one of the city's industrial facilities", with one person wounded by shrapnel. Neither side named a specific facility as hit, and part of the outages carries over from the blackout of 20 August — so the point is placed at the district centre (the city of Simferopol), not at the site of the strike.

RIA Novosti Crimea linked the outages to Ukrainian strikes on the republic's power supply facilities, but Russian officials did not mention the substation itself; in Sevastopol the restrictions were blamed on "network overload outside the region". The power bridge has an emergency capacity of 810 MW.
